How soon before the ship leaves do they let you go onboard? Once you do go onboard, are the restaurants and bars open?
Federal law requires all guests to be on board one hour prior to sailing. They tell you to board no earlier than 12:00 noon, but if you show up anytime after 11:00 AM, they are most likely boarding passengers to expedite the boarding process. Yes, the restaurant up on the Lido Deck is open all day, so you can eat immediately when you board. It takes time for your luggage to be delivered to your stateroom, so if you want to shower as soon as you board, you might want to pack your first change of clothes in your carry-on. Are we talking Conquest or the Voyager!!!

Your cruise documents should tell you an approximate time but I normally like to get there around 11:00am as it gives you time to eat on board and look around before the ship leaves

You absolutely positively have to be checked in no later than 60 minutes before departure on Royal Caribbean, and Carnival is the same. This is because of government regulations.
I’d aim for earlier than that, just to make sure you have a good cushion of time in case something goes wrong. You can get there as early as 11 AM or noon (Carnival says 12:30 on their website, and RC says check your cruise documents); they’ll often let people on board early but you won’t be able to get to your room till about 1 PM or 2 PM because they’re still cleaning up after the last passengers.

Well you have to be on atleast 90 minutes before it is going to leave. They say you can’t get on before 2 but you can easily get on at 11 or later. The food places are going to be open on the ship so just eat when you get on rather than paying to eat on land!

NCL suggests no later than 2 hours before sailing, so you’d have to on board before 2 pm.

You can begin checking into the cruise terminal about 11:30 am. Boarding ends at 2:30 pm.
Also, you should consider parking at Lighthouse Parking instead of the cruise terminal. It is cheaper and quicker that using the cruise terminal parking. Make an advance reservation at: http://lighthouseparking.org/

Like some people said, get there as early as you can because chances are you can get on before noon.

Everything is open except for the gift shops and the casino due to law and country regulations
For sure you will need to be on board at least 1h 1/2 before departure time

the buffet is open and you can walk around the ship and have fun before everyone else gets on. We got to our cruise ship in Miami at 1pm and we were having a drink at the bar by 1:30. Have fun.
