Any special places, such as online, magazines, etc.? sending unsolicited resume seems unlikely to get response. I am interested in cruises out of Galveston, TX or maybe New Orleans.
I work for carnival and you can find all info on their website, such as what jobs are offered and what to do for each department. They also have 2 ships currently out of galveston and be porting out of New Orleans again soon.

Check their website(s)…
Carnival

Royal Caribbean

Princess Cruise Lines

Basically, I'd just check their websites. If they don't have an employment page, contact them via email or phone and ask if there is a way to find out about job openings.
I have seen recruitment done in my local paper in Milwaukee, Wisconsin. This was for Carnival, but it was for the Florida area(s). Land based jobs are probably a little harder to land than the sea based jobs, just due to the number of jobs.
I've known people who loved working on the ships(not sure if you want to do this or not), but I met a guy who worked on Carnival(as an art auctioneer) for 1 week! It was pure comission.
I'd have to say that while it looks like fun, it's super hard work on the ships!!! They work long hours for very little pay. The terminals must be very difficult, too. Crabby customers(and tons of them each day). Not trying to dissuade you, though. Years ago I wanted to work for one of the cruise lines myself. I live way too far away from a cruise terminal, though. Good luck!

Carnival Cruises are among the best places for vacation. I love them most of all, because the party on board cannot be compared with any-one. The ships are luxury, the celebrations are much and everything is great.

Ship a boat to the caribbean
Fast ships that run on flexible schedules and a skilled and experienced personnel allow shipping companies to satisfy customers as well as fulfill all operational requirements and adapt to ongoing business conditions. When a shipping company offers convenient, rapid, and secure service, you will feel confident that your goods and cargo will make it safely to their shipping port destination.
